CASE MANAGEMENT El Concilio's Case Management Program, funded by the Human Services Agency, provides supportive services and motivation for Welfare to Work recipients throughout San Joaquin County. With three locations in Lodi, Manteca and Tracy, El Concilio provides job development training and placement. |

CHILD DEVELOPMENT/PRESCHOOLS El Concilio operates three child development centers serving low-to-moderate income families within San Joaquin County. Both centers offer a complete early childhood educational program for children 2-5 years old, and also provides care for infants. The centers are licensed by the State of California and all teachers are certified by the state in order to enhance the centers' quality care and instruction. Preparation for a successful entry into elementary school is the goal of the educational program. |

CITIZENSHIP CLASSES El Concilio Community Center provides Citizenship classes on Tuesday and Thursday from 5 pm to 7 pm. The classes are free and childcare is provided. El Concilio offers Citizenship Classes to members of our community who are eligible (to become U.S Citizens). Participants will learn the process for becoming citizens. You will learn U.S History and Government to prepare you for the written and oral portions of the Citizenship exam. |

DEFFERED ENTRY JUDGMENT El Concilio has developed a counseling program to operate a Deferred Entry of Judgment (DEJ) program provided pursuant to Penal Code, Chapter 1.5, section 1211 and Chapter 2.5, commencing with Section 1000 of Title 6. The 15 week program encourages each divertee
to identify their personal link to the use and effects of
alcohol and drug addiction.
Each divertee will be required to attend 30 hours of
group counseling. El Concilio’s DEJ Program provides referral to
ancillary services, such as literacy, GED, detoxification, job
training and/or placement that are indicated in the divertee’s
treatment plan. |

Domestic Violence El Concilio has partnered with San Joaquin County Superior Courts, County Office of Probation and parole officers in providing and effective method of intervention. Participants in the Domestic Violence Program are court mandated to attend a 52 week program. Class sessions are two hours long and cannot miss more than three absences throughout the program. Having a strict attendance policy will help batterers become more responsible and take responsibility for their actions. Failure to comply with the attendance policy will result in the batterer’s termination from the program. El Concilio believes that every person deserves to be treated with dignity and respect. People deserve to live in a home free of violence and families are the foundation of a safe society. |

ENGLISH LANGUAGE
DEVELOPMENT El Concilio offers English Language Development (ELD) for those members of our community that wish to learn English. Participants also learn how to obtain scholarships and grants to achieve a better future. |

FAMILY SERVICES El Concilio offers assistance to individuals and families on all matters, such as social security, small claims, emergency protective orders, unlawful detainer (evictions), employment, housing and translation of legal or personal documents. |

FINANCIAL LITERACY Our First Time Homebuyer and Foreclosure Prevention Counseling services are free of charge and are provided by a HUD certified counselor. The counselor will meet with the client for an initial intake and assist with a myriad of client concerns and questions. In addition to this, Financial Literacy classes are offered on the West Side of the county. These classes provide information on the basics of banking, how to apply for a credit card, how to prevent identity theft, and other related topics. Financial Literacy classes will also be offered at El Concilio Community Center beginning in August of 2008. |

FIRST OFFENDERS DUI
PROGRAM (WET/RECKLESS) Participants in this program are referred to El Concilio by the courts. Through individual and group counseling sessions, participants learn to identify and resolve alcohol related problems. With encouragement, they work to achieve positive changes in their lifestyles and attitudes. |

DIFFERENTIAL
RESPONSE The Concilio receives referrals from the Child Protective/HSA Services Council of families with reports of child abuse and/or neglect. These are cases that do not meet the legal definition of abuse or requirements for law enforcement intervention. In the past, these types of cases often fell through the cracks. Concilio staff will visit these families and provide resources and referrals in the hopes of preventing and escalation of problems that will lead to the intervention of Child Protective Services. this is a very important program for the children and families of San Joaquin County. |

HEALTH ACCESS AND ITS
COLLABORATIVE PARTNERS El Concilio received a portion of a San Joaquin County Health Access Grant to provide medical access to individuals in southern areas of Stockton and for migrant farm workers throughout San Joaquin County. This program assists those who need to visit the County Hospital for appointments and supportive services, but do not have the means or ability to reach these appointments. Vans provide transportation along designated and non-designated routes. |

LATINO MENTAL HEALTH
BEHAVIORAL WELLNESS PROGRAM This program is for CalWORKS participants who have life circumstances that have created barriers to work. These issues can affect their success in the CalWORKS program, employment, and in their lives. Behavior Wellness can help with issues such as anxiety, stress, work issues, personal problems, child rearing difficulties, anger management, family concerns, and domestic issues (including domestic violence). |

LATINO MENTAL HEALTH
SERVICES Latino Mental Health Services provides outreach and support to individuals and families with emotional barriers or mental illness. Case managers provide a culturally sensitive environment in conjunction with County Mental Health Services. Referrals are also made to a wide variety of social agencies and medical clinics. |

LEGAL SERVICES FOR
SENIORS Funded by the San Joaquin County Department of Aging, Concilio’s program for seniors is open to all citizens, ages 60 and over, residing in San Joaquin County. Staffed with a paralegal and consulting attorney, the program offers legal advice and various advocacy services. Other services include educational workshops, presentations pertaining to wills, powers of attorney, restraining orders, small claims, filling out forms, writing legal letters, and many other problems encountered by seniors. There are some services offered to the caretakers of seniors. |

MATERNAL ADVOCACY
PROGRAM Maternal Advocates assist nurses and doctors in communicating with their Spanish-speaking clients that are giving birth at San Joaquin General Hospital. The advocates, who are present during the birthing process, help to alleviate fears and misunderstandings surrounding prenatal care and birthing. The advocates also assist clients with completing birth records, registration and any other necessary documents. |

MULTIPLE OFFENDER
PROGRAM Participants in the Multiple Offender Program are court-mandated individuals who have experienced more than one alcohol related offense. The eighteen month program encourages offenders to identify their personal link to alcohol and to sever that link through positive avenues and family values. |

NATIONAL COUNCIL OF LA
RAZA CARDIOVASCULAR PREVENTION INFORMATION El Concilio received a grant from the National Council of La Raza to provide education to the community regarding the risks of cardiovascular disease and its propensity in the Hispanic population. The Council for the Spanish Speaking / El Concilio received the “Health Affiliate of the Year” award, at the National Council of La Raza (NCLR) National Conference, held July of 2002, at the Miami Beach Convention Center in Miami Beach, Florida. |

SCHOOL READINESS PROGRAMS/PARENTS AS TEACHERS (PAT)/PHCP El Concilio, in collaboration with First 5 San Joaquin, has implemented the goal of educating parents whose children range from infancy to preschool to recognize and choose good health and education choices for their children.
